I wonder if anyone has any advice for me, I live next door to a renter and they let their dog barking constantly. I have went over to the house and personally talked to them, and they said they would try to keep it under control. All was quiet for about two weeks and it started again, I called them on the phone and again they apologized and said they would try. Again a couple of weeks later same issue. This is happening 6am, 11-12pm, all hours and my family is at our wits end. I have called harford county animal control and they said they can only come out one time after that I need to go to court. so what good are they??? Don't my tax dollars pay their salary? I own my home and I have to put up with temporary residents that don't pay harford county taxes? Where are my rights!!!! I called the landlord, and they suggested mediation through harford co, we did this, the renters refuse to muzzle, or used a bark control collar, so what's the point??? They wanted me to agree to a certain time that the dog would be allowed to go outside to bark (is this the craziest thing you ever did hear) because the dog needs to have outside time!!!!!! Why can't they move to somewhere that the dog can bark freely and not disdurb anyone, I am supposed to deal with this!!!! Meanwhile the landlord will go back to their home in another county(far from harford county and allow their tenants to do whatever they want) Someone please help!!!!

I used to work for Animal Control, and unfortunately, they are constrained by the options that the law gives them. If HarCo law gave them more options, you'd be getting better service.
I suggest doing something equally offensive to your neighbors that isn't illegal. May I suggest playing Elton John's "Rocket Man" non stop?
